What SEN and specialist provision means in the UAE

The UAE regulators — KHDA, ADEK and SPEA — require all licensed schools to operate inclusive admission policies. In practice the strength of provision varies hugely. The strongest 'inclusive' schools have a qualified head of inclusion, a multidisciplinary team (learning support, speech and language, sometimes occupational therapy on-site), and a published process for identifying need, designing an Individual Learning Plan (ILP) and tracking progress. The weakest schools advertise inclusion but lack the structure to deliver it.

Assessment and the ILP process

If your child arrives with an existing assessment from your home country, bring all reports, recommendations and copies of any Statement, EHCP or IEP. UAE schools will typically conduct their own assessment in the first half-term — sometimes a full educational psychology assessment, sometimes a more lightweight in-house review. The output is usually an ILP that names the goals for the year and the additional support that will be provided.

Plan a phased start where possible — half-days for the first week, building up. Identify a key worker your child can go to when overwhelmed. Brief the form tutor and learning support team thoroughly before day one. Schedule a four-week review meeting at the start of term so the school can adjust the plan based on the early days.

Are UAE schools obliged to accept my child?

Schools cannot legally refuse admission solely on the basis of disability. They can, however, decline if they can demonstrate they cannot provide appropriate support. The KHDA / ADEK appeals process exists if you believe a refusal is unjustified.

How much extra do I pay for SEN support?

It depends on the level of support. Light in-class differentiation is usually included. Targeted small-group support is sometimes free, sometimes a modest additional fee. One-to-one provision is typically AED 30,000-90,000+ per year on top of tuition.

What if the school refuses admission?

Request the refusal in writing with reasons. You can appeal to KHDA or ADEK depending on the emirate. Independent advocacy organisations operate in the UAE to support families in this position.

Are there specialist (non-mainstream) settings?

Yes — the UAE has a number of specialist schools and centres focused on specific needs. The right setting depends on your child's profile; speak to an inclusion specialist for a placement consultation if you're uncertain.
